Анализ рентабельности проекта
Сопоставление всех общественных издержек и возможных выгод, связанных с осуществлением того или иного хозяйственного проекта. Данной методикой в основном пользуются государственные учреждения при оценке эффективности вложений в крупномасштабные проекты, например, в строительство новых автомобильных и железных дорог. Основные принципы анализа заключаются в следующем. Определяются преимущества осуществления проекта в сопоставлении со всеми необходимыми затратами, отбрасываются все второстепенные возможности. Обязательно учитываются вероятные изменения уровня относительных цен в будущем. Принимается во внимание учетная ставка, по которой дисконтируются суммы затрат и доходов с учетом временных предпочтений (см. Discount rate). И, наконец, изучаются имеющиеся ограничения. Ограничения могут быть юридического, административного, бюджетного характера, а также могут быть связаны с перераспределением дохода. Необходимо также учитывать фактор неопределенности, т.е. следует проверить, насколько ожидаемый результат будет чувствителен к изменениям таких факторов, как срок службы объекта и процентная ставка. Символическая цена
Условно установленная цена на товар или услугу ввиду отсутствия рыночной цены или невозможности ее определения. Согласно теории благосостояния цена продукта равна его предельным общественным издержкам, которые исчисляются как сумма всех издержек, связанных с производством этого продукта. Например, фактические издержки производства электроэнергии включают в себя не только затраты на капитал, труд и сырье, но также дополнительные издержки переработки отходов производства и даже издержки ухудшения эстетической привлекательности местности, где построена электростанция. Такие издержки невозможно оценить традиционным способом, т.к. нет рынков, которые могли бы определить их цену. Символические цены часто используются в анализе рентабельности экономического проекта (см. Cost-benefit analysis). Символические цены также применяются в торговых сделках внутри одной компании. Факторные затраты одного подразделения компании могут являться конечным продуктом производства другого ее подразделения. На продукцию, которой обмениваются эти два подразделения компании, может не быть соответствующей рыночной цены ввиду отсутствия реального рынка. В этом случае в расчетах применяются символические цены, которые основываются на приблизительной оценке издержек с учетом дохода на вложенный капитал. Таким же способом обычно рассчитываются цены в плановой экономике.
